Austrian Fiscal Structural Plan for the Years 2025-2029
According to Article 11 of Regulation (EU) 2024/1263, all EU Member States must submit national medium-term fiscal-structural plans (=fiscal structural plan) for four or five years depending on the regular length of the legislative term.
Member States whose government deficit exceeds 3% of GDP or whose government debt exceeds 60% of GDP receive a reference trajectory for net expenditure growth for the next four (or seven) years from the European Commission, which is intended to ensure the sustainability of public finances. The reference trajectory serves as a prior guidance for the submission of the national net expenditure path, which is presented in the fiscal structural plan.
Additional budgetary flexibility is available to those EU countries that commit to a relevant set of reforms and investments that fulfils certain criteria (including improvement of the growth and resilience potential of the economy; fiscal sustainability, with a structural improvement of government finances; maintenance of the overall level of nationally financed public investment over the period). In this case, the regular four-year adjustment period can be extended to a maximum of seven years.
The Austrian Fiscal Structural plan for the years 2025-2029 includes a 7-year net expenditure path as a central budgetary commitment. To support the extended adjustment period, Austria is committed to a relevant set of reforms and investments in accordance with Article 13 lit c of Regulation (EU) 2024/1263. In addition, the fiscal structural plan includes further measures that address country-specific recommendations and the common priorities of the European Union.
As a new National Council was elected in Austria on 29 September 2024, the European Commission has granted Austria an extension for the submission of the first fiscal structural plan. Following the inauguration of the new federal government on 3 March 2025, the Austrian Fiscal Structural Plan for the Years 2025-2029 (PDF, 721 KB) is hereby submitted (as an unofficial courtesy translation of the offical German version). The plan was approved by the Council of Ministers on 13 May 2025.
